The Golden Manor is looking for council's support to move ahead with redeveloping the facility.
At the Feb. 4 meeting, Timmins council is being asked to allow the Golden Manor management committee to go ahead with a Ministry of Long-Term Care (MLTC) application to build a 192-bed facility.
According to the staff report, the "hybrid redevelopment project" involves redeveloping 176 existing longterm care (LTC) beds, and creating 16 new LTC beds. The new build is being proposed for the empty land on the northwest corner at the Golden Manor's current site.
The report explains that the Enhanced Long-Term Care Home Renewal Strategy was announced back in October 2014. In 2017, L360 Architecture and Glos Associates were awarded the first phase of feasibility study for the redevelopment of the Golden Manor. It was received and reviewed by the manor's committee of management in 2018.
In 2019, the committee of management analyzed the redevelopment options and supported the recommendation to build a new facility when the ministry application opportunity opens up. That opportunity was announced in the fall, with the MOLTC creating 15,000 new LTC beds and redeveloping 15,000 older LTC beds. The deadline for those applications is March 30, 2020.
If the plan moves ahead, the report notes the future of the existing building will be decided at a later date.
"The City will borrow the funds for the redevelopment project. Once the project is complete and meets all applicable conditions, the MOLTC will provide the City of Timmins with a Construction Funding Subsidy (CFS) which is a per bed per day (per diem) funding paid over 25 years to assist with paying down the debt," reads the staff report.
"The city will be eligible for one-time $250,000 planning grant once a Development Agreement has been signed with the Ministry of Long-Term Care."
