Members of the Ontario Provincial Police (OPP) attended California to transport a long term offender back to Ontario and face additional charges.
Since April 2016, the OPP Repeat Offender Parole Enforcement (ROPE) Squad and Organized Crime Enforcement Bureau (OCEB) have been seeking extradition from the United States of 49-year-old Kenneth Wayne Froude who has ties to Fort Albany and areas near London, Timmins and Cochrane. He has an extensive criminal history, with four convictions for sex-related offences, including sexual assault, forcible confinement and robbery and for previously escaping custody. Froude was designated a long term offender by the courts on May 5, 2008 due to his on-going risk to re-offend.
Having walked away from a halfway house in Kingston in 2013, he was eventually located by members of the R.O.P.E. Squad as living in San Bernardino, Calif. and was arrested in October 2015 by members of the San Bernardino Sherriff's office.
Kenneth Wayne Froude faces charges of:
- Breach of a long term supervision order (three counts); and with
- Failing to comply with the Sex Offender Information Registry Act (SOIRA)
He was extradited by the United States Marshal Service and members of the ROPE Squad on Feb. 9, 2018.
